【摘要】:Thisguideisusefulwhenasystematicrecordofwatersurfaceelevationordischargeisrequiredataspecificlocation.Somegagingstationsmaybeoperatedforonlyafewmonths;however,manyhavebeenoperatedforacentury.Gagingstationrecordsareusedformanypurposes:5.2.1Resourceappraisaloflong-termrecordstodeterminethemaximum,minimum,andvariabilityofflowsofaparticularstream.Thesedatacanbeusedfortheplanninganddesignofavarietyofsurfacewater-relatedprojectssuchaswatersupply,floodcontrol,hydroelectricdevelopments,irrigation,recreation,andwasteassimilation.5.2.2Management,whereflowdataarerequiredfortheoperationofasurface-waterstructureorothermanagementdecision.1.1Theguidecoversproceduresusedcommonlyforthesystematiccollectionofstreamflowinformation.Continuousstreamflowinformationisnecessaryforunderstandingtheamountandvariabilityofwaterformanyuses,includingwatersupply,wastedilution,irrigation,hydropower,andreservoirdesign.1.2Theproceduresdescribedinthisguideareusedwidelybythoseresponsibleforthecollectionofstreamflowdata,forexample,theU.S.GeologicalSurvey,BureauofReclamation,U.S.ArmyCorpsofEngineers,U.S.DepartmentofAgriculture,WaterSurveyCanada,andmanystateandprovincialagencies.Theproceduresaregenerallyfrominternaldocumentsoftheprecedingagencies,whichhavebecomethedefactostandardsusedinNorthAmerica.1.3Itistheresponsibilityoftheuseroftheguidetodeterminetheacceptabilityofaspecificdeviceorproceduretomeetoperationalrequirements.Compatibilitybetweensensors,recorders,retrievalequipment,andoperationalsystemsisnecessary,anddatarequirementsandenvironmentaloperatingconditionsmustbeconsideredinequipmentselection.1.4Thevaluesstatedininch-poundunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
