【摘要】:Thisguideprovidespotentialandcurrentpavementmanagementuserswithanoutlineoftheprocessandstepstofollowwhenimplementingandoperatingpavementmanagementsystems.Thisguidemaybeusedbythefollowing:Individualswithinagenciesinterestedinfindinginformationaboutpavementmanagementtodetermineiftheywanttopursueimplementation;Pavementengineers,maintenancesupervisorsorotherpersonstryingtogetagencymanagementpersonneltocommittoimplementingapavementmanagementsystemwithintheiragency;Personnelinanagencyinwhichthedecisiontoimplementapavementmanagementsystemhasbeenmadebutwherethepavementmanagementprocesses,pavementmanagementdecisionsupportsoftwareordatacollectionprocedures,orboth,havenotbeenselected;Personnelinanagencythatisdevelopingadatabaseandbeginninguseofanewlyadoptedpavementmanagementsystem;andPersonnelinanagencythathaveapavementmanagementsysteminplaceandaretryingtomakethepavementmanagementprocessaroutinepartoftheagencydecisionmaking.1.1Thisguidecoversbasicprocedurestofollowinimplementinganeffectivepavementmanagementprocess.Pavementmanagementincludesactivitiesanddecisionsrelatedtoprovidingandmaintainingpavements,manyofwhichmustbemadewithsupportinginformationthatshouldbegeneratedfromapavementmanagementsystem(PMS).Implementationisconsideredcompletewhenpavementmanagementisaroutinepartofthemanagementprocess,andtheagencyutilizesthepavementmanagementprocesstomakerelevantdecisions,includingfundingdecisions.1.2Theguideisintendedforusebyagenciesthatmanagepavementsincludingthoseonairfields,highways,parkinglots,roadsandstreets.1.3Pavementmanagement,asdiscussedinthisguide,isexercisedatnetworkandproject-levelasdescribedinGuideE1166,andtheAASHTOGuidelinesforPavementManagementSystems.1.4Noreferenceismadetothetimeneededtocompletetheimplementation.Theamountoftimewilldependonthesizeofthepavementnetworkandtheresourcesavailabletosupportimplementation.1.5Thisguideisnotastandardmethodorpractice,thatis,itisnotintendedtoprovideexactstepsthatmustbefollowedbyeveryagencyimplementingapavementmanagementprocess.Itisexpectedthateachagencywillusethematerialinthisguidetodevelopanimplementationplantomeettheneedsandconstraintsuniquetotheagency.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
